Home-based childcare — paid or unpaid care of children that occurs where a caregiver lives — is the primary care system for most children worldwide. From refugee camps to urban apartments, it spans the full spectrum of living environments. Despite its scale, it has long been underrecognized and under-supported on the global stage.
Global advocacy
- Working with donors, development banks, and UN agencies to advance formal recognition and sustainable financing for home-based childcare.
- Shaping the narrative on home-based childcare.
- Coordinating a global advocacy agenda and supporting Alliance members to conduct advocacy at the national level.

Funders, governments, and the early childhood development sector have historically overlooked home-based childcare, leaving gaps in data, inadequate provider representation, and minimal policy influence for the providers who serve the majority of children globally.
By mainstreaming home-based childcare into policy and financing frameworks, we ensure that all children—regardless of socioeconomic background—have access to affordable, stimulating, safe, and culturally resonant care, which promotes positive childhood development outcomes, builds providers’ livelihoods, and enables maternal labor force participation.
